This seems pretty fair for the most part. My only real beef is Penalty Minutes -- in my league I eliminated them completely. Why should penalty minutes be considered a good thing? But if you want to keep them around I would at least make it 1 or 2 points per PIM. 10 points per PIM is too much, if somebody gets a fighting penalty they're awarded 50 points. That's as much as if somebody scores 5 goals. I think that's why, as somebody noted above me, lesser-skilled players are ranked higher than superstars.
Plus/Minus is funky, too, in this scoring system. It probably shouldn't be worth 10, because if somebody goes +10 on the week, it will times it by 10 and end up with 100 points for that player.
A couple less-important suggestions, just ones out of my own personal preference:
- Special Teams points should be lowered, because they are combined with regular points. For example, if a player scores a powerplay goal, they're awarded the 10 points for a goal + 10 points for a powerplay goal (and same deal for assists). I would put it to about half of value of a regular point... ie: 10 points for a goal, 5 points for it being on the PP = 15 points for PPG essentially.
- I think hits & shot blocks are valued far too much. Like penalty minutes, why should a single hit get you as many points as a goal? I think hits & blocks should be 1 point a piece. They are more like "additional" statistics rather than the primary goals/assists/etc.
- Faceoffs are okay at 5, but Faceoffs lost needs to be set to "-5" I think, otherwise you're awarding centers 5 points for each faceoff they take.
- I think goaltender statistics need to be upped as well, to make them as valuable as a forward. Wins should be 10, losses eliminated (or changed to a negative), Saves maybe 1 point a piece, and shutouts 5 a piece.

Again these are all just suggestions, and I don't care either way what you decide to do. I'm not trying to sound like I'm complaining about everything, I just think the way you have it set up is a little unfair -- it totally decreases the value of scoring forwards and makes third and fourth line grit players who rack up hits/blocks/PIMs the true top scorers.
